OnStove.get_value_of_time()

Calculates the value of time based on the minimum wage ($/h) and a spatial representation of wealth.

Time is monetized using the minimum wage in the study area, defined in the specs dictionary, and a geospatial representation of wealth, which can be either a relative wealth index or a poverty layer (see the extract_wealth_index() method). The minimum wage value is then distributed spatially using an upper limit of 0.5 times the minimung wage in the wealthier regions and an lower limit of 0.2 in the poorest regions.
